Singapore Budget 2018: Carbon tax of $5 per tonne of greenhouse gas emissions to be levied 

There are hundreds of millions of individual buildings in the world, and few thousands in Singapore, each presenting multiple and diverse energy needs. Even though most countries have introduced policies for reducing greenhouse gas emissions in buildings through measures to improve energy efficiency, these policies have not resulted in a significant reduction in emissions.

Thanks to a new ISO standard, determining and reporting a carbon metric of an existing building, associated with the operation of the building, will become easier and will help reduce greenhouse gas (GHG) emissions.

For any organisation, the degree of change necessary will be dependent upon the maturity and effectiveness of the current management system and organisational structure and practices. Therefore, an impact analysis/gap assessment is strongly recommended in order to identify realistic resource and time implications.

Organizations using OHSAS 18001:2007 are recommended to take the following actions:

  • Obtain a copy of ISO 45001 (or a copy of the earlier Final Draft International Standard if early planning and adaptation is preferred).

  • Identify the gaps in the OHSMS which need to be addressed to meet any new requirements.

ISO 45001 has successfully passed the FDIS (Final Draft International Standard) ballot. This means that the final standard is expected to publish in March 2018. 

As OHSAS 18001 will be withdrawn on publication of ISO 45001, organizations currently certified to OHSAS 18001 will have a three year period to upgrade to ISO 45001. The OHSAS Project Group has fully reviewed and endorsed ISO 45001:2018 as the replacement for OHSAS 18001:2007. Therefore, once ISO 45001:2018 has been published, the official status of OHSAS 18001:2007 will be considered as being “Withdrawn” taking account the three-year migration period.

As the three-year transition for ISO 9001 and ISO 14001 moves into its final year, IAF (the global association for developing the principles and practices for the conduct of conformity assessment) has passed a resolution that as of 15 March 2018, conformity assessment bodies must conduct all ISO 9001 and ISO 14001 initial, surveillance and recertification audits to the new versions - ISO 9001:2015 and ISO 14001:2015.

Latest estimates from the International Labour Organization (ILO) show that more than 6 300 people die each day (that’s over 2.3 million a year) as a result of work-related activities, and in total over 300 million accidents occur on the job annually. The burden to employers and employees alike is immense, resulting in losses to the wider economy from early retirements, staff absence and rising insurance premiums.

The ILO’s awareness-raising campaign, held annually on 28 April, is intended to focus international attention on the magnitude of the problem and on how promoting and creating a safety and health culture can help reduce the number of work-related deaths and injuries.
